The departmental reforms and Legislation now focus on non removal of children if possible. There will be a need for short term carers pending Final Court orders whilst restoration programs are in place, they should be for a maximum timeframe of up to 2 years if children have to enter interim care. There will be a need for Respite carers, Specialist carers (for sibling groups/disabled children and residential placements), Emergency and Crisis carers. If Final Court orders are for children to remain in care until 18 years old the preference would be a Kinship placement if possible, if not the preference would be for either a Guardianship or Open Adoption order for the children. In the near future as children currently in OOHC age out of the care system OOHC will be non existent and all children in care will be in a permanent forever home.
